<P>PROBLEM TO BE SOLVED: To notify a display charge of a web page to a user device before transmitting the web page to the user device. <P>SOLUTION: An operator server 1 receives confirmation request of a display charge of a web page from the user device 3, transmits an acquisition request of the web page to a CN 4 and acquires the web page from the CN 4 which answers the request. The operator server 1 requests the calculation of the display charge of the acquired web page to a charge precalculation server 2. Then, the charge precalculation server 2 calculates the display charge information of the web page and transmits the display charge information of the web page to the operator server 1.
