<P>PROBLEM TO BE SOLVED: To provide an image distribution system improved in convenience for a user. <P>SOLUTION: This image distribution system includes: a user recognition means recognizing a user of an image reception device; a user management means managing a user in losing a control right during a controllable time and the lost controllable time by relating them to each other; a control right loss determination means determining whether a user requesting a control right has lost the controllable time in acquiring the control right in a previous time by the user recognition means and the user management means; and a controllable time management means allocating a controllable time based on the control right loss determination means.
