PROBLEM TO BE SOLVED: To reduce defects of a heat pump controller and reduce costs by providing a circuit configuration eliminating the need of a circuit for instant power failure detection. SOLUTION: The heat pump controller is provided with a diode bridge 2 rectifying a commercial power source, a capacitor 3 smoothing a voltage rectified by the diode bridge, a voltage detecting means 5 for detecting the voltage smoothed by the capacitor, and a control part 6 input with the voltage detected by the voltage detecting means and determining instant power failure by a value of the voltage. By carrying out detection of instant power failure when the voltage input into the control part 6 by the voltage detecting means 5 becomes a certain value or less during normal operation, the circuit configuration not needing the circuit for instant power failure detection can be provided, defects of the heat pump controller due to defects of single components can be reduced, and costs can be reduced.
