Provided in embodiments of the present invention are a transmitting and receiving mechanism for a downlink control channel applicable in a narrowband MTC user equipment (UE), and a base station and user equipment for executing the mechanism. A method based on the embodiments of the present invention comprises: determining an MPDCCH resource set and determining a set of MPDCCH candidates in the determined MPDCCH resource set on the basis of an aggregation level, the number of physical resource block pairs of the MPDCCH resource set being 2, 4 or 6; and, monitoring MPDCCHs among the determined set of MPDCCH candidates, thus acquiring downlink control information with respect to the MTC UE.
