PURPOSE: To provide the enhanced motion vector detector that is employed for a digital video compression system. CONSTITUTION: This motion vector detection apparatus detects a motion vector between a current frame and a preceding frame of a digital video signal and is provided with a sub-block motion vector detector 20 that detects a sub-block motion vector of each of sub-blocks included in a panning block in the current frame, a panning vector detector 30 that detects a panning vector with respect to a panning block, a motion vector discrimination section 40, that discriminates whether or not a motion of the preceding frame is compensated by a panning vector and produces a control signal and a means that selects a sub-block motion vector from the sub-block motion vector or a panning vector from the panning vector detector as an output of the motion vector detector, in response to the control signal. |
