PROBLEM TO BE SOLVED: To provide a heating mat preventing a fire by electric leak, etc., and capable of warming at an appropriate temperature by some few electric use fees. SOLUTION: This heating mat is formed in such a constitution that a heating element 50 is sandwiched between a lower metal foil 40 and an upper metal plate 60 so as to be substantially shielded from outside air, and a cushion material 70 for giving flexibility of the mat is laid on the metal plate 60. A layered product of the cushion material 70, the upper metal plate 60, the heating element 50 and the lower metal foil 40 is interposed between a mat floor 20 and a rush mat 30, and the rush mat 30 is warmed by the temperature rise of the metal plate 60 when the heat source 50 generates heat.
