<P>PROBLEM TO BE SOLVED: To make communication adapted to both transmission lines where the status of a waveform deterioration factor varies at high speed and at low speed (in a long cycle), to suppress the deterioration of transmission quality, and to perform stable communication. <P>SOLUTION: Light is used for a transmission carrier, modulation light is polarized and scrambled, an optical fiber is used as a transmission line, and the polarized/scrambled modulation light is received and demodulated using a reception apparatus including a transversal type equalization circuit to which an equalization property is fixed and set in advance. Furthermore, a plurality of polarization/scramble circuit are inserted in the middle of the transmission line and the modulation light can also be polarized and scrambled.
