PROBLEM TO BE SOLVED: To provide a technology by to broadcast more contents for areas selected by many viewers while effectively using a limited broadcast band.

SOLUTION: A search use status analyzer 6 applies weighting to areas registered in a content database 5 based on a use status of a search for an area obtained from a search server 3 or that for moving to an area. A content selector 7 selects contents of each area from the content database 5 according to a ratio of a weight of each area to the total weight of each the area within a content selection limit (maximum choices).
