A feeding and recovering device for document issuing machine including document carriage and feeding roller device is provided to simplify a structure of a document issuing machine by not needing separate installation in a door and a main body. A feeding and recovering device for document issuing machine comprises a document carriage, a feeding roller device(120), a gate member(130), a stopper member(140), a recovering guide part(150), and a driving unit(200). A document moving path is formed between a pair of side walls of the document carriage. The feeding roller device moves document toward front and rear. The gate member is elevated toward top and bottom in order to open/close a path of a front of the document carriage. The stopper member controls document moving. The recovering guide member has a document detecting sensor, and recovers document. The driving unit drives the stopper member, the gate member, and the recovering guide member.
