<P>PROBLEM TO BE SOLVED: To provide fluorinated ionomers of low equivalent weight that can be processed into thin films. <P>SOLUTION: An ionomer and a process for forming the ionomer such that the ionomer has (1) low equivalent weight (<950, preferably 625-850, and most preferably 675-800) and (2) high conductivity (>0.13 S/cm) are provided. In another embodiment, an ionomer has (1) low equivalent weight (<950, preferably 625-850, and most preferably 675-800) and (2) acceptably low hydration (<about 120 wt.%).
