PROBLEM TO BE SOLVED: To provide a soil cleaning agent composition capable of effectively cleaning soil polluted by oils, in particular petroleum compounds such as heavy oil, especially fuel oil C. SOLUTION: The soil cleaning agent composition comprises (A1) at least either of a compound expressed by general formula (1), R<SP>1</SP>-O-(AO)<SB>n</SB>-H, and a compound expressed by general formula (2), R<SP>2</SP>-CO-(AO)<SB>n</SB>-O-R<SP>3</SP>, and (B) an organic amine compound. In the general formulas (1) and (2), R<SP>1</SP>and R<SP>2</SP>are each a 8-16C straight or branched chain alkyl group, R<SP>3</SP>is a 1-8C straight or branched chain alkyl group, AO is a 2-4C oxyalkylene group, and n is an average addition mole number of AO and shows the number of 2-8.
