Provided is a rotary limiting device, comprising a housing (2), a support base (3) and a limiting disc (4), and further comprising a locking member (1) and a speed-reducing gear mechanism (5), wherein the limiting disc (4) and the speed-reducing gear mechanism (5) are mounted on the support base (3) and are placed in the housing (2); the limiting disc (4) is provided with a limiting disc locking unit (41); the housing (2) is provided with a housing locking unit (21); and the locking member (1) is used to lock the limiting disc locking unit (41) and the housing locking unit (21), so as to realize the rotary limiting of the speed-reducing gear mechanism (5) and in turn to realize the rotary limiting of an operating shaft. By means of the mechanical limiting of the rotary limiting device, an incorrect operation can be prevented. Further provided is a switch apparatus.
