The device has a set of rectangular parallelepiped shaped plates with two air passageways forming an interior air space (3) with an air displacement movement and an exterior air space (4) with a reversed air displacement movement, where the plates are made of expanded polystyrene. The plates are connected with respect to each other by a male adjustment guide and a female adjustment guide. The plates are glued with walls by cement, and are installed in a contiguous manner, where the plates are superimposed for covering a periphery of walls outside a dwelling place.
