PROBLEM TO BE SOLVED: To obtain a water-based outside stripping agent which can prevent pneumatic tire from being electrically charged by using a polyolycol ether of a fatty alcohol and an electroconductive carbon black. SOLUTION: This stripping agent contains a polyglycol ether of a fatty alcohol and an electroconductive carbon black. In a preferred embodiment, this stripping agent contains (A) 3-20wt.% of an amorphous silica gel powder with an average particle diameter of 15-30μm containing 3-70wt.% of crystal water and (B) 0.2-0.5wt.% of fired silica with an average particle diameter of 8-20nm, (C) 1-20wt.% of furnace carbon black with an average diameter of 20-30nm, (D) 0-8wt.% of a polyethylene 25% dispersion and (F) 1-20wt.% of a polyglycol ether of a fatty alcohol. This agent further contains a specific dispersant, a defoaming agnet, a biocidal agent and water in addition to the components A-F.
