PROBLEM TO BE SOLVED: To provide a water cut-off plate to be placed in a passage portion in order to protect a building, a work piece, etc., from inundation, which performs a waterproofing action even if power fails or a human being is absent, is inexpensive, and does not hinder traffic except a case of flooding. SOLUTION: The water cut-off plate comprises a side ditch 1, a cover 2 which has a function of an inflow port for taking in inflow water at the time of flooding and a function of float to be rotated by buoyancy, a hinge-like sheet 3 which prevents leakage of water from a gap between the cover and the side ditch on a hinge side, a flap receiving support 4 which has hinges attached to both ends of the rotatable cover and functions as a rotation stopper of the cover 2, and a leakage preventive cushion 5 which prevents water leakage from a gap between the flap receiving support and a flap.
