PROBLEM TO BE SOLVED: To improve an existing wastewater treatment process by performing sludge solubilizing treatment and forming a carbon source or a precursor substance for biological dephosphorization for the purpose of stabilizing the biological dephosphorization, achieving the recovery efficiency of phosphorus resources and reducing the discharge amount of excess sludge. SOLUTION: The wastewater treatment system is provided with a high-temperature and high-pressure water treatment apparatus 11 receiving the inflow of primary wastewater containing hardly decomposable organic matter, a biological treatment apparatus 10, a sedimentation tank 12 and a phosphorus treatment device 13 for taking out phosphorus resources by an MAP method. An anaerobic tank 14, an oxygen-free tank 15 and an aerobic tank 16 are provided to the biological treatment apparatus 10. By this constitution, the reduction of the amount of excess sludge or the recycling of phosphorus resources can be attained only by increasing the high-temperature and high-pressure treatment apparatus (solubilizing equipment) without largely remolding existing equipment.
