<P>PROBLEM TO BE SOLVED: To provide a resource allocation system, an information processor, a resource allocation method and a resource allocation program which can provide dynamically with a minimum necessary resource and a reasonable price, an allocation of resource which a service user needs. <P>SOLUTION: A right dealing mediation means of a resource usage collates a right selling/buying orders of the resource usage in a predetermined unit duration published with two or more right selling/buying order means of the resource usage, respectively, places for a selling/buying agreement for the orders with which a predetermined condition is agreed, and updates a resource allocation information which shows a resource allowance for every user and for every unit duration which the selling/buying agreement concerned was made to reflect and is memorized in a resource allocation information memory means, while transmitting a notification of the dealing formation to the right dealing order means of a corresponding resource usage.
