<P>PROBLEM TO BE SOLVED: To provide a developing device capable of restraining toner from being fixed to a bias application member which applies a bias, by aiding the charging of the toner of developer by bias application, and thereby restraining scattering of toner and soiling of a base, and to provide an image forming apparatus that has the developing device. <P>SOLUTION: A pair of electrodes 40 that applies a DC bias and AC bias, superposed one on the other, is disposed in a place where two-component developer moving in a developing housing 49 forming the developing device 4 is passed in between the first electrode plate 40a and second electrode plate 40b of the pair of electrodes 40. <P>COPYRIGHT: (C)2008,JPO&INPIT |
