<P>PROBLEM TO BE SOLVED: To provide an additive which can solve the problem of corrosion of a device etc., caused by the liquidity of a raw material for an additive for use in a shield construction method or a jacking method for a water-bearing sand gravel layer and a sand layer, and the liquidity of the manufactured additive, which can be easily manufactured in a short period of time, and which can form modified soil with high uniformity. <P>SOLUTION: This additive for use in the shield construction method or the jacking method is characterized in that siliceous aqueous matter, which is obtained by mixing a sodium silicate, a bicarbonate and water together and gelatinizing them, is siliceous paste solated by grinding.
