<P>PROBLEM TO BE SOLVED: To provide an inexpensive medium accumulation and feeding device by eliminating the need of an actuator and retracting tongue pieces from a medium feeding range. <P>SOLUTION: A cover 16 is rotatably disposed coaxially with a tongue piece roller 14 having a plurality of tongue pieces 15. The cover 16 has a peripheral wall 16b, and the tongue pieces 15 are deflected by the contact of the tongue pieces 15 with the peripheral wall 16b. At feeding bills P, the cover 16 is rotated by the contact of the tongue pieces 15 by the rotation of the tongue roller 14, and the peripheral wall 16b is arranged at a position along a guide 18.
