This estimating device includes: a measuring means which measures transitions in a physical quantity of a storage battery; and an estimating means which estimates a reference internal impedance of the storage battery on the basis of the measured transition results, estimates a fluctuating component of the internal impedance of the storage battery on the basis of the reference internal impedance and the measured results, and estimates the internal impedance of the storage battery on the basis of the reference internal impedance and the fluctuating component.
