An artificial reef is provided to protect fish and shellfish from predators of the bottom of the sea, to easily and efficiently control fish and shellfish and to prevent the artificial reef from being sunk to the bottom of the sea. The artificial reef for fish and shellfish includes a reef body(10) having an external frame(11), a control path(13) which has a door(12) and is vertically formed at the center the external frame(11), and a space(14) having an upper floor(14a) and a lower floor(14b) inside of the external frame(11); and a wooden unit(20) having a flat wooden unit, a resting wooden unit(22) and a cross wooden unit(24). An auxiliary control path(13a) having a plurality of auxiliary doors(12a) is placed along the upper edge of the reef body(10) to be connected to the inside of the upper floor(14a), and a protection net(15) covers the circumference of the reef body(10).
