A method and device for sending and receiving paging messages are provided by embodiments of the present invention. A base station sends to UE configuration information of first paging resources reserved for the UE by the core network. When the base station performs paging in a paging zone for the UE, the base station sends a first paging message to the UE on the first paging resources. In this embodiment, a plurality of cells included in the paging zone all use the first paging resources for paging in the paging zone, and a plurality of cells all use same paging scrambling codes for scrambling when sending the first paging messages. Therefore, first paging messages sent by a plurality of cells would not interfere with each other, and the first paging messages received by the UE are superimposition of paging messages of a plurality of paging zones, accordingly the paging success rate of UE can be increased.
