PROBLEM TO BE SOLVED: To provide a raising seedling material for sowing, satisfying the followings: (1) enabling seedlings to be transplanted just after germination, (2) making plants free from damage when transplanted, and having excellent workability, (3) enabling automatization/labor saving in installation to be easily and inexpensively performed, and to provide a raising seedling method. SOLUTION: This raising seedling method comprises the following steps: filling the inside of a packaging material containing a biodegradable raw material with culture soil (earth or the like), putting (a) raising seedling culture soil formed into tetrahedral shape into (b) a plate having holes each formed into the regular triangle or the shape similar thereto, and sowing seeds on the surface of the culture soil to raise seedlings.
