<P>PROBLEM TO BE SOLVED: To provide an image forming device having excellent fixing characteristics, which is capable of stably supplying conductive particulates to a charging member and a nip part of an image carrier from a developer, and a toner to realize such an image forming device. <P>SOLUTION: The image forming device comprises an image carrier for carrying a latent image, a charging device for charging the surface of the image carrier, an exposure device for forming a latent image on the charged surface of the image carrier, and a developing device for developing the latent image on the image carrier with a toner on the developing roller. The charging device charges the surface of the image carrier by a conductive particulates-mediated charging member.
