<p><P>PROBLEM TO BE SOLVED: To provide an information search system, apparatus, method and program by which information can be searched through a route of high probability by being passed through highly reliable information search apparatus when searching the information in an overlay network, in which a plurality of information search apparatus are distributively arranged. <P>SOLUTION: Identification information indicating an organization to which each information search apparatus belongs, is stored in safe in an identification information storage unit 16 of each of information search apparatus 1, 2, ..., N. Based on the identification information or identification information held by a nearby information search apparatus stored in a routing table storage unit 13, routing is executed through high-certainty apparatus.
