PROBLEM TO BE SOLVED: To provide a decoding technique capable of performing error correction at a high speed when decoding data encoded by a predetermined code rule, in a simple structure. SOLUTION: A decoding section assigns, based on an inter-code distance between a bit stream (for example, "0011") of inputted four-bit encoded data and each of five kinds of converted destination bit streams from which information data are converted in the code rule, a bit stream of the encoded data into any one (for example, "0010") of the five kinds of destination bit streams. The decoding section converts a bit stream of the inputted encoded data into a bit stream (for example, "10") of two bit information data corresponding to the assigned converted destination bit stream.
