PROBLEM TO BE SOLVED: To provide a transparent base material with an electromagnetic wave shielding film which has high conductivity and superior transparency and also has a high-precision pattern through a short stage and a low-cost manufacturing processes, and to provide a manufacturing method for the material. SOLUTION: In this transparent base material 10 with the electromagnetic wave shielding film, in which a transparent base material 1 with flexibility, a primer layer 2 formed on the transparent base material 1, a first metal layer 3 formed on the primer layer 2 and having a predetermined pattern, and a second metal layer 4 formed on the first metal layer 3 are unified, the first metal layer 3 is formed by transferring conductive paste onto the primer layer 2, by pressing the primer layer against the transparent base material 1 against the conductive paste on a printing cylinder for gravure printing, and the second metal layer 4 is formed by electrolytic printing.
