PROBLEM TO BE SOLVED: To provide an LED module and an LED lighting device, capable of increasing light intensity of a specific direction in a low cost.SOLUTION: An LED module of the present invention is the LED module having a plurality of light-emitting diodes, comprises a light radiation surface in which the plurality of light emitting diodes is only arranged to a side surface on a right circular cone, a right pyramid cone, a right circular truncated cone, or a right pyramid truncated cone, is extended from a whole circuit of a bottom surface of the right circular cone, right pyramid cone, right circular truncated cone, or right pyramid truncated cone by a constant length, and which reflects or diffuses at least one part of light emitted from the plurality of light emitting diodes. It is preferable that an average angle formed by the bottom surface and the light radiation surface is equal to or more 0° and less than 30°. In a surface including a center axis of the right circular cone, right pyramid cone, right circular truncated cone, or right pyramid truncated cone, the average angle formed by a liner line of a center of the light emitting diodes and an end part of the light radiation surface and the center axis is preferably set to 45° or more and 120° or less.
