The purpose of the present invention is to provide a carrier tape cutting device and cutting method and a carrier tape feeding method that can cause a peeling member 72 to smoothly advance in between a base tape 101 and a cover tape 102 of a carrier tape 100. To this end, a cutting device 130 is configured such that when cutting the carrier tape 100, shearing force acts on the carrier tape 100 on the side used after cutting from the base tape 101 side. More specifically, a cutting part of the cutting device 130 is provided with a pair of cutting blades 135, 136, and one of the cutting blades causes shearing force to act on the carrier tape 100 on the side used after cutting from the base tape 101 side and the other causes shearing force to act on the carrier tape 100 on the side discarded after cutting from the cover tape 102 side. |
