An optical disk initializing device comprising a laser pulse radiating means for pulse-radiating a laser beam, and a moving means for moving an applied oval laser spot from one end of an initialization-requiring radius area to the other end at an angle alpha (0< alpha < 180 degrees) with respect to the optical disk radial direction, wherein the optical disk is initialized with the moving means keeping the angle alpha of a laser spot and with the laser pulse radiating means generating pulses so that a laser spot superposing ratio is kept the same across the inner and outer peripheries of the optical disk, whereby it is possible to obtain a uniform initialization condition from the inner-most periphery to the outer-most periphery while a rotating speed and the feed speed of a laser spot are kept constant; and an initializing method. <IMAGE>
