PROBLEM TO BE SOLVED: To provide a remote controller, a control apparatus, and a control system capable of estimating the intention of a user and controlling a plurality of apparatuses depending on the estimated intention. SOLUTION: The remote controller 130 includes a memory 820, a control circuit 920, and a transmission section 850. The memory 820 stores in advance information of a first control signal in cross reference with a matter sensed by a sensor. The control circuit 920 generates the first control signal so that the matter sensed by the sensor is cross-referenced with the information stored in the memory 820.
