PROBLEM TO BE SOLVED: To provide an environmental control system and an input device for realizing it, capable of inexpensively realizing a system capable of eliminating waste in energy consumption while providing maximum satisfaction as a whole of users, by controlling an environmental control apparatus 1 by consensus formation based upon demands of the apparatus users. SOLUTION: The input device 2 is provided with an identification information input part 20 fetching identification information identifying an apparatus user, a demand input part 21 fetching demand information, a presenting part 22 displaying a control situation, a communication part 22 outputting information associating the identification information with the demand information to a consensus formation control device 3, and an operation control part 24 carrying out signal processing and control processing.
