PROBLEM TO BE SOLVED: To prevent scattering of developer from a developing device effectively, while minimizing the increase in the manufacturing cost. SOLUTION: The image forming apparatus forms images by using developer supplied from a toner container 18. The apparatus includes the rotary development device 20 to which developer is supplied from the toner container 18; a photoreceptor drum 131 for forming a toner image on its peripheral face with the developer supplied by the rotary development device 20; a transfer belt 134, which is disposed below the photoreceptor drum 131 and to which the toner image formed on the photoreceptor drum 131 is transferred; and a cleaning device 30, disposed directly below the area where the photoreceptor drum 131 and the rotary developing device 20 face to each other and used to remove and clean off residual toner on the transfer belt 134, after the toner image on the transfer belt 134 is transferred to paper.
