PROBLEM TO BE SOLVED: To provide a flexible container stably storing and conveying a product and convenient for opening and closing, and a method of making the same. SOLUTION: The container may be manufactured from a flat sheet of plastic material having a width substantially equal to a length L of a base portion 12, by step-by-step sending the flat sheet in intervals equal to a width or more of the base portion 12; bonding handles 16, 18 at one end to the sheet; applying closure means to a free end of each of the pair of panels 104, 106; and forming the flat sheet, panels 104, 106 and pair of handles 16, 18 into the flexible container by heat-sealing.
