A traffic offloading method according to an embodiment of the present invention comprises the steps of: in a heterogeneous wireless network environment with multi-class traffic, computing a network-wide mean packet according to the deduction of the mean packet delay of a class-1 packet and a class-2 packet when a user is connected to a tier-k BS and a BS association bias set is given as B; and acquiring an optimum BS association set, which minimizes the network-wide mean packet delay in BS density γ or network energy consumption by adjusting the BS association of the users based on the B which is the BS association bias set. The method of the present invention can minimize the network energy consumption while ensuring the quality of service of user traffic.
