1. A method of performing a random access procedure in a wireless communication system, the method performed by a user equipment and comprising:
transmitting, by the user equipment, a random access preamble to a base station; determining, by the user equipment, a Random Access Radio Network Temporary Identifier (RA-RNTI) using a time domain index indicating a subframe transmitting the random access preamble and using a frequency domain index indicating a frequency domain resource transmitting the random access preamble; monitoring, by the user equipment, a downlink control channel and receiving therein a random access response using the determined RA-RNTI, the random access comprising an uplink resource assignment; and in response to the random access response, transmitting, by the user equipment, a scheduled message via a Physical Uplink Shared Channel (PUSCH) to the base station, wherein the uplink resource assignment is used for scheduling of the PUSCH.
