Provided are a packet data gateway selection method, and a related device and system, which can fuse some/all of the logic functions of a 3GPP AAA server to a mobility management network element. With regard to a UE accessing from a non-3GPP side, the mobility management network element, or the mobility management network element and a non-3GPP access gateway achieve the selection of a target P-GW, which not only simplifies a network architecture, but also can adapt to the simplified network architecture to achieve the selection of the P-GW.
