<P>PROBLEM TO BE SOLVED: To provide a light-emitting element lamp that uses a heat conductive case and cover to effectively suppress an increase in a temperature of a substrate on which a light-emitting element is mounted, and to provide a luminaire. <P>SOLUTION: The light-emitting element lamp 1 includes a heat conductive substrate mounting part 2c on which screw through-holes 2e are formed, a light source part 3 which has the substrate 9 with the light-emitting elements mounted thereon and which is thermally coupled to and mounted on a flat surface of the substrate mounting part 2c, and an approximately cylindrical heat conductive cover which has an annular connection part 2d thermally coupled to a back surface of the substrate mounting part 2c, and having screw holes 11 in opposite positions to the screw through-holes 2e of the substrate mounting part 2. When screws 14 are screwed in the screw holes 11 of the cover 2 through the screw through-holes 2e of the substrate mounting part 2c, the substrate mounting part 2c is pressed and fixed on a side of the annular connection part of the case.
