PROBLEM TO BE SOLVED: To provide a multibit phase shifter and its manufacturing method in which a micro-electromechanical system (MEMS) switch is utilized to reduce manufacture costs and an insertion loss, a DC bias line is applied to reduce a driving voltage, an open stub and a short-circuiting stub are parallel connected, and an air gap coupler is applied to obtain uniform phase characteristics. SOLUTION: The multibit phase shifter is configured by connecting one or more phase shifters each comprising a short-circuiting stub 9 of which a terminal end is short-circuited, and an MEMS switch 5 which is formed in the terminal end of the short-circuiting stub 9 for controlling an impedance value.
