A processing describing section (180) for describing the processing in each layer in a macro by using the label of each of layers (L1, L2), a layer structure describing section(191) for defining the connection relation between the layers by converting the label of each layer into a macro, and an identifier developing section (192) for performing macro development are provided. Control software developed only in a single layer is created by using the above sections and a compiler (914). The created software is stored, for example, in a ROM (205) and so forth in a control unit (200) of an automobile controller. With this, a processing describing section (180) can be made by easily understandable hierarchization, the man-hour of alteration of software can be localized even when the software and the control method are altered, and the execution speed of an application and the necessary capacity of the storage can be reduced.
