Then, the demand control apparatus 10 calculates the driving capability Qof the multiple cooling devices 2-k and the driving state value uto minimize the total value of the values obtained by multiplying the electric power consumption Wof the multiple cooling devices 2-k by those driving state values u, respectively, under the constraint condition.
