The present invention relates to an empty cartridge washing device which increases the quality of surface washing and gloss of an empty cartridge by maximizing rotary friction efficiency of the empty cartridge, and furthermore, maximizes convenience, efficiency and speed of washing work by achieving automation. That is, the empty cartridge washing device of the present invention comprises: a washing vessel (1) having a steam discharge hole (11) and a washing water insertion hole (12) on an upper part and having a washing water discharge hole (13) at a lower one side; a rotary net drum (2) which floats and rotates while being installed in the washing vessel (1); and a rotation unit (3) floating and rotating the rotary net drum (2) in the washing vessel (2). The rotary net drum (2) comprises an insertion drum (3) and a discharge drum (4) connected to the rotation unit (3) while having both sides penetrating and being extended to both sides of the washing vessel (1). The discharge drum (4) forms a driving wheel (51) on a center outer circumference integrally to be connected to the rotation unit by a driving chain (31).
