PURPOSE: A scrambling device and a scrambling method are provided to reduce a buffering time for generating a symbol by changing an input and output unit of the scrambling according to a modulation method. CONSTITUTION: A transmitting terminal device includes a selector(304), a plurality of scramblers(306-1 to 306-N), and a plurality of modulators(308-1 to 308-N). The selector selects the scrambling method applied to the transmission bit stream according to the modulation method applied to the bit stream. The scramblers scramble the transmission bit stream according to the scrambling method corresponding to the modulation method. The modulators modulate the scrambled transmission bit stream according to a plurality of modulation methods.
