An insulator(40) is fixed to a circumference surface of the rotary drum. A support unit(50) supports the rotary drum. A transmission line support unit supports the transmission line. A lamp is installed on the arm. A solar panel is installed on the arm to convert light energy into electric energy. A remote controller transmits an operation signal to a receiver by wireless.
