<p><P>PROBLEM TO BE SOLVED: To improve quality of image by restoring high path factor value which has deteriorated at quantization etc., at the coding of an image, using a simple processing. <P>SOLUTION: A sign of JPEG2000 which uses 5×3 wavelet transform is decoded by an entropy decoding part 101, and dequantization is furthermore performed by a dequantization portion 102. After that, returning to image data is performed by an inverse 5×3 wavelet transform portion 103. A high path factor value estimator 104 scans the factor value of each decomposition level, which is inputted from the inverse 5×3 wavelet transform portion 103, detects edge on a subject copy image from the distribution profile of low-pass factor values and infers the high path factor value corresponding to edge, by using nearby low-pass factor value.
