PROBLEM TO BE SOLVED: To provide a method of manufacturing an embossing-including type design sheet having an excellent emboss form by suppressing the embossing form from being deformed. SOLUTION: The method of manufacturing the design sheet comprises: a process for applying vinyl chloride-based paste sol onto an embossing sheet having an irregular surface to form the coated surface roughly flush with an imaginary plane including a plurality of tops of protruded parts of the irregular surface; a process for incompletely gelling the coated paste sol in a vapor phase by heating, and gelling to an extent at least sufficiently keeping the form without being fluidized; and a process for heating and pressurizing to pressure-stick a translucent vinyl chloride-based resin sheet by laminating the translucent vinyl chloride-based resin sheet on the surface of the gelled paste sol, and completely gelling the incompletely gelled paste sol.
