PROBLEM TO BE SOLVED: To provide a technique to apply a discharge controller developed for electric pumping-up of a capacitor (storage battery) to various kinds of batteries. SOLUTION: A constant-voltage/constant-current discharge controller is developed to utilize a capacitor as a battery for taking out electricity with necessary voltage and necessary current. The originally unuseful residual electricity can be stably taken out with necessary voltage and necessary current when considering the battery as the storage battery.
