PROBLEM TO BE SOLVED: To provide a program management system further reducing any labor required for reusing software resources than a conventional manner. SOLUTION: This program management system comprises: a component information registration part 104 for preparing component information 101 in which information relating to components is stored in detail, a configuration management repository 102 in which the source code of each of the versions of components is stored and specification information 103 in which comments relating to the source code are stored, and registering the information corresponding to the component information 101 and the configuration management repository 102; a specification information registration part 105 for registering the comments about the components registered in the component information 101 in the specification information 103; a specification information reference editing part 106 for referring to and editing the information stored in the component information 101 and the specification information 103; a component information updating part 107 for registering update in the component information 101 and the configuration management repository 102 according to upgrading.
