<P>PROBLEM TO BE SOLVED: To provide an optical signal receiver adapted to determine whether a signal component is included in received light, and to adjust an operation power of the apparatus according to the determination result, so as to achieve reduction of power consumption. <P>SOLUTION: The optical signal receiver 3 is provided with: a photo-electric converter 31; and a control unit 34 for determining whether a signal frequency component is included in an output of the photo-electric converter 31. The control unit 34 has, as control modes, a normal mode and a standby mode in which an operation power of the receiver 3 is kept lower than that in the normal mode. Through the determination processing, the control unit 34 determines whether a signal component is included in the received light, and when it is determined that no signal component is included, then selects the standby mode and lowers the operation power of the receiver 3.
